The West Bengal Assembly is taking up the West Bengal Universities and Colleges Administration and Regulation Amendment Bill, 2026, which will allow the state government to transfer teaching and non-teaching employees from one state-run university to another. The Bill was brought during a special one-day Assembly session on Thursday. The proposal has become an important part of the Bengal Assembly latest news because it changes how university staff can be moved between institutions.Key HighlightsThe Bill concerns inter-university staff transfers. Both teaching and non-teaching employees can be transferred. The government says experienced staff can help new universities.Universities such as those in Jhargram and Cooch Behar could benefit.Existing university teachers generally did not have an inter-university transfer system. The proposal has raised concerns about university autonomy. The Bill will require the Governor's assent before becoming an Act.What Was the Old System?Under the earlier system, teachers working in state universities were generally appointed by their respective universities. Their service conditions and recruitment rules were governed by the individual institutions.Unlike government college teachers, university teachers did not have a regular system that allowed them to be transferred from one state university to another. This means that a professor appointed at one university normally continued there unless another arrangement, such as a fresh appointment, was made. The government could not simply use a general inter-university transfer mechanism to move such employees. The difference is important because government college teachers appointed through relevant public-service systems already had transfer mechanisms in some cases. The same system did not generally apply to state university teachers. What Is Changing Under the New Bill? The proposed amendment creates a legal framework for teaching staff transfer Bengal and the transfer of non-teaching employees between state-run universities. In simple words, the government wants to be able to move an experienced professor or university employee from one institution to another when there is a need for manpower. For example, if a newly established university does not have enough experienced professors, the government could transfer suitable teachers from an older university.Chief Minister Suvendu Adhikari has said experienced professors can help new institutions develop infrastructure, improve teaching and research and build centres of excellence. The government has specifically mentioned newer universities in places such as Jhargram and Cooch Behar. How Will Inter-University Transfers Work? The basic idea is human-resource redistribution."Suppose University A has several experienced professors in a particular subject, while University B is a newer institution with a shortage of teachers. Under the new framework, the government could facilitate the movement of suitable staff from University A to University B."The same principle would apply to non-teaching staff, including employees involved in administration and other university services. The government says this can help distribute experienced manpower more evenly across state universities. Why Is the Bill Controversial? The university staff transfer bill has also faced opposition from sections of the academic community.Teachers' organisations have raised concerns that university autonomy could be weakened if the government gets broad powers to transfer employees."Jadavpur University Teachers' Association, among others, has criticised the proposal and described it as an attack on institutional autonomy. Academics have also questioned whether transfers could affect ongoing research projects and the service conditions of teachers."The government, however, argues that the policy is intended to improve accountability and make better use of experienced human resources. What Happens Next?Even after Assembly passage, the Bill is not automatically an Act. It has to follow the constitutional process, including consideration by the Governor. If it receives the required assent and comes into force, the new law will provide the legal basis for West Bengal university employees to be transferred between eligible state-run universities. The key change is therefore simple the old system largely kept university staff tied to their individual institutions, while the new amendment seeks to give the state a formal mechanism to move teaching and non-teaching employees between universities according to administrative needs.
