The Bihar Cabinet has approved changes to its Bihar Social Media and Other Online Media Rules, 2026. The new Bihar Creator Incentive Scheme can give eligible social media creators up to ₹1 lakh for one video promoting Bihar government schemes and programmes. Under the amended rules, creators can make videos about Bihar government schemes, welfare programmes, development work and public achievements.The payment will depend on the number of verified views. A creator can get ₹10,000 for every 1 lakh views. The maximum payment for one video is ₹1 lakh, which means the video needs to reach 10 lakh views to reach the maximum payout. The view count will be checked after 30 days of the video's publication.Who Can Get ₹1 Lakh Per Video?The ₹1 lakh per video benefit is not open to every creator. The creator must be empanelled with Bihar's Information and Public Relations Department (IPRD) and meet the rules set by the department.The existing Bihar social media policy says social media accounts with at least 1 lakh followers on platforms such as Facebook, Instagram, X or YouTube can apply for empanelment. The department also checks follower and performance data.This means social media creators in Bihar who meet the empowerment rules and make eligible government-related content may benefit from the new incentive.When Will the Scheme Start?The Cabinet approved the rule changes on August 19, 2026. A detailed notification and implementation process from the IPRD is expected to explain how creators will apply, how views will be verified and how payments will be made. The Bihar government creator scheme could give creators a new way to earn while helping people learn about government services and schemes.The policy also includes checks on followers and engagement. This is meant to reduce fake followers and false views.
